Let’s discuss the answers you may have formulated for the previous step.

Question 1: Look at section 4.2 Proposed sectorial adaptation actions (pages 21-41) on Climate adaptation actions; identify sectors addressed by climate adaptation actions (name sectors, at least five)

The sectors identified for climate adaptation actions are: devolution (decentralisation of the government), energy, science,technology and innovations, public sector reforms, human resource development, labour and employment, infrastructure, land reforms, health, environment, water and sanitation, population, urbanisation and housing, tourism, agriculture, livestock development, fisheries, private sector/ trade; manufacturing; business process outsourcing; financial services and oil and mineral resources. For each sector there is a worksheet that includes budget allocation, responsible ministry, gaps and actions.

Question 2: Examine sections 4.2 Cross cutting MTP sector and 4.3 (page 42-43) concerning cross-sector adaptation action. What is the central problem? Which sectors are identified as involved in tackling the problem? Who are the actors identified in implementation of the action?

The central problem is drought vulnerability. The aim is to develop a common framework for ending drought emergencies through a ten year time period ending in 2022. The ministry of devolution (decentralisation) is the sector assigned budget for this objective. Responsible action agents include government at different administration levels, civil society and private sector.
